What Is an Exit Summary Declaration?

An Exit Summary Declaration (EXS) is a pre-departure safety and security notification required for goods leaving the UK. It provides HMRC with advance information about outbound cargo, allowing customs authorities to assess risk before goods cross the border.

Since 1 October 2021, EXS declarations have been mandatory for UK exports where a full customs export declaration has not been submitted, or where goods have remained in temporary storage for more than 14 days before leaving.

Who Is Responsible for Submitting an EXS?

The legal responsibility falls on the carrier — the operator of the active means of transport. For road freight, this is typically the haulier. For maritime movements, it's the shipping line or operator.

However, carriers can appoint an authorised representative, such as a specialist customs filing service, to submit the EXS on their behalf. That's where we come in.

A complete EXS submission needs:

  • Consignee and consignor details
  • GB EORI number
  • Description of goods and commodity code
  • Number and type of packages
  • Transport details (vehicle registration, vessel name, flight data)
  • Estimated time of departure
  • Office of Exit (the UK port/airport of departure)
