EXS vs Full Export Declaration: What's the Difference?
Understanding when a standalone EXS is required and when a combined export declaration is the better choice for your outbound movements.
Two Filings, One Border
When goods leave the UK, HMRC needs two types of information: customs/fiscal data (what the goods are, their value, any licences) and safety and security (S&S) data (who's moving what, when, and how).
These can be submitted in two ways:
- A combined export declaration — one filing that covers both customs and S&S data.
- A standalone EXS (Exit Summary Declaration) — a separate S&S-only filing, used when no combined declaration has been made.
When Is a Full Export Declaration Used?
A full export declaration (submitted on the UK Customs Declaration Service) is the standard for most commercial exports. It's required when:
- You're declaring goods for export under a customs procedure.
- You need to claim export VAT zero-rating.
- The goods are subject to export licences or controls.
- You want a single filing to cover both fiscal and S&S obligations.
When Is a Standalone EXS Required?
An EXS is used when goods leave the UK without a full export declaration, or where additional safety and security information is needed. Common scenarios:
- Empty containers or vehicles moving under a transport contract.
- Goods that have been in temporary storage for more than 14 days.
- Transhipment movements where the UK is an intermediate stop.
- Goods moving under transit (T1) where no full export declaration is raised.
Which Should You Use?
For most commercial exports, a combined export declaration is cleaner and more efficient. But EXS remains essential for the edge cases — and many hauliers find themselves needing one mid-journey when plans change.
