How to Amend an EXS Declaration: A Practical Guide

Why Amendments Happen

Even the best-planned movement can shift mid-journey. Common reasons for amending a previously submitted EXS:

  • Route change — the driver takes a different crossing than originally declared.
  • Load change — cargo is added, removed, or reconsolidated before departure.
  • Timing slip — the original ETA is no longer accurate (typically more than 2 hours off).
  • Data correction — a typo in the EORI, commodity code, or vehicle registration.
  • Consignee change — the receiver of the goods is updated post-booking.

The Amendment Window

EXS declarations can be amended until the goods are released by HMRC at the office of exit. After that, the declaration is typically locked and any changes require a new submission or a separate corrective procedure.

In practice, this means file the amendment as soon as you know something has changed. Don't wait for the driver to arrive at the port.

What Data to Include

An EXS amendment references the original MRN (Movement Reference Number) and updates the relevant fields. Key data points:

  • Original MRN
  • Fields being amended (keep unchanged fields consistent)
  • Reason code (HMRC uses structured reason codes for amendments)
  • Updated timestamps if ETA has shifted

Common Amendment Errors

  • Forgetting the MRN — amendments must reference the original declaration, not stand alone.
  • Amending after release — if goods have cleared, a new declaration is usually needed.
  • Partial updates — some amendments require re-submitting the full data set, not just changed fields. Check the field-level rules.
